  • Prepare a 9x13-inch baking pan with nonstick cooking spray or parchment paper.

  • Set aside a heaping cup of the oatmeal mixture for topping.
  • Press the remaining oatmeal mixture into the prepared baking pan.
  • In a saucepan, combine sweetened condensed milk, milk chocolate chips, and extra butter over medium heat until melted and smooth.
  • Pour the fudge mixture over the oatmeal base, spreading evenly.
